Law Number 13 of 2003 concerning Manpower recognizes the submission of part of the work to the company through 2 (two) mechanisms, including:

a. The provision of worker services or generally called outsourcing, namely the delivery of part of the implementation of the work to a worker service provider company is limited to 5 (five) types of work, including:

  1. Cleaning services
  2. Business of providing food for workers/ laborers
  3. Security personnel business
  4. Supporting service business in mining and oil
  5. The business of providing worker/labor transportation (driver)

b. Work chartering is the submission of part of the implementation of work to a service provider company for the type of supporting work and is carried out separately from the main activity.

After Law No. 11 of 2020 concerning Job Creation came into effect, the terms of providing worker services (outsourcing) and chartering were replaced with outsourcing. In addition, the types of work that can be outsourced are broader, not only limited to the types of work that have been regulated in the previous provisions concerning outsourcing and chartering. Thus, there are no restrictions on the types of work that can be outsourced to outsourcing companies.
